The LowerTown Art and Music Festival is uniquely showcased within the borders of Paducah’s prestigious Historic Arts District. Southern hospitality served with the eclectic mix of local and national artists make this southern river town unique from other arts communities where both exhibitors and festival go-ers are treated to a taste of the local culture and some of the best art and music in the country. 
The Festival is the combined effort of the creative artists’ mindset and a small, but progressive city government. Outstanding in every way, the Paducah Artist Relocation Program has evolved from 5 artists in 2001 artists to over 50 artists in 2007 living, working and creating in a 22 square block known as The LowerTown Arts District.
The LowerTown Art and Music Festival is an outdoor-juried show in its 6th year. Under new management the show now offers:
- Booth sitters
- Individual electric hook ups
- Free parking
- Complimentary business license from the city of Paducah (each artist is responsible for collecting and paying KY sales tax
- Round the clock security provided
Location
The LowerTown Arts District in Paducah, Kentucky is located two hours north of Nashville, TN and a little over two hours south of St. Louis, MO.

Policies:
The Festival is open to all artists 18 years and older. Artist must be present for the entire three-day festival. (Photo id required at check-in).
All the work must be original and created by the artist participating in the show. Kits, dried flowers, prefabricated forms, molds, patterns or plans are not eligible and are grounds for removal from the show.
Work displayed on site must be consistent with work submitted for jury.
- Computer generated art includes original work for which the image, or the manipulation of other source material, was executed through the use of a computer.
- Limited editions prints, signed and numbered are acceptable in both printmaking and computer generated art, but should not exceed 25% of display.
- Artists may apply for multiple categories for jurying. A $30 jury fee is required for each category.
- Five images of work (numbered 1-5) and 1 image of booth display (#6) are required at time of application. The display slide should be a clear view of booth display with no people, signs or other obstructing view
- Festival also includes non-juried booths consisting of non-profit organizations, art demonstrations, non-governmental organizations, etc.
Regulations
- Booth must be set up and vehicles removed from exhibit area by 4pm, Friday
- Breakdown will not begin until the end of the show at 4pm, Sunday, May 25
- No pets on Festival grounds
- All work, storage and display must stay within designated area
- No refunds for inclement weather
- Shared spaces are not permitted unless collaborative work on same pieces.
Exhibitors are responsible for maintaining and leaving their assigned area free of refuse and in good condition
Each exhibitor is responsible for paying KY Sales Tax (6%) and payment thereof to the KY Department of Revenue
There is no commission charge for any art sales

All entries must include:
Completed application form.
Two checks payable to: City of Paducah
Non-refundable jury fee of $30.00 for each category (include with registration)
Booth fees: 10x10 - $135.00 (electricity included) Required upon acceptance
10x20 - $165.00 (electricity included)
10x30 - $185.00 (electricity included)
Jury fee(s) required with application. Upon acceptance booth fee required within two weeks (April 5) of notification. Failure to respond by the due date may result in revocation of the invitation. Booth fees will not be refunded after May1.
Artists are not required to pay any commission for their art sales. Each artist is responsible for collecting and paying Kentucky state sales tax. Tax forms will be issued to each exhibitor.

Booths
Artist must provide white tent.
All exhibits must be housed in white tents.
A maximum 60 amps electrical power is provided for each space.
Participants must supply their own tent, display booth, display racks, lights, extension cords and any booth support materials.
Be prepared to bring at least 100-foot extension cord.
Booth assignment is the sole discretion of the LowerTown Art & Music Festival
The Directors of the show reserve the right to add additional artist areas such as Emerging Artists or other specialty areas in the show if deemed appropriate to the overall growth and development of the Festival.
Jury Process
Jury panel consists of professional artists. Applicants will be notified of jury selections via ZAPPlication, March 22.
On site judging will begin Friday afternoon and continue until Saturday evening. Prize money and incentives will be finalized Saturday evening.
Marketing
The LowerTown Art & Music Festival advertises both nationally and locally utilizing radio, print, and television.
NPR stations locally and in St. Louis, Nashville, Louisville, and Chicago
Full ads in publications such as Modern Painters, American Craft, American Style, Sculpture, Ornament
Weekly city paper ads in Nashville, Louisville, St. Louis, and Lexington
Thirty minute feature radio show, "Imagine as One" and regular ads run out of Carmel, CA, KNRY with live stream internet broadcast
Release
The applicant does hereby discharge, release, and hold harmless, The City of Paducah, their staff, all sponsoring organizations from any or all manner of actions, suits, damages, or claims whatsoever arising from any loss or damages or claims, to the person or person who are assisting, while in possession or under the supervision of the City of Paducah. I hereby consent to all the rules and regulations. Furthermore, the applicant hereby certifies that all work is handcrafted and created by the seller. The contract is non-cancelable and non-transferable after the refund date. There is a $25 fee for all returned checks.
All images submitted to the LowerTown Art & Music Festival may be reproduced and utilized for marketing purposes for the LowerTown Art & Music Festival. The applicant gives permission to the City of Paducah to publish photographs or videos taken of applicant, applicant's booth, and artwork during the LowerTown Art & Music Festival for purposes related to the promotion of the Festival, past or future. The City of Paducah reserves the right to disqualify any exhibitor for failure to comply with the LowerTown Art& Music Festival policies, rules and regulations. The City of Paducah reserves the right to make final interpretations of all the rules.
